Per a comment by Daniel Neel above :
version 1.0.3 of the Microsoft.CodeDom.Providers.DotNetCompilerPlatform Nuget package works for me, but version 1.0.6 causes the error in this question
Downgrading to 1.0.3 resolved this issue for me.
